The RFO vs pre-selling condo choice in 2027 comes down to cash flow, not sticker price. Choose a ready-for-occupancy (RFO condo) unit if you need to move in or rent it out within about 12 months, want to inspect the actual unit before you commit, or want to lock a loan rate now. Choose pre-selling if you can wait five years or more, want a specific tower or floor, and can carry delay and interest-rate risk while the building rises. Below, we test both against October 2026 price lists, loan rates and construction records.

RFO vs Pre-Selling Condo in 2027: Three Facts That Change the Math

  • Pre-selling is not reliably cheaper. In DMCI Homes' October 2026 price lists, pre-selling 2-bedroom units at The Valeron Tower in Pasig work out to roughly ₱168,000-₱248,000 per sqm, against ₱182,000-₱226,000 at the RFO Fairlane Residences, also in Pasig.
  • RFO buyers have leverage. Leechiu Property Consultants counts about 80,000 unsold Metro Manila condo units and 28 months of supply (Q3 2026). Colliers' own Q2 count includes about 32,600 unsold RFO units.
  • Borrowing costs more. The Bangko Sentral ng Pilipinas (BSP) policy rate stood at 5.00% in mid-October 2026 after three hikes this year, and September inflation hit 7.2%. A loan that starts at turnover is a loan at a rate nobody knows yet.

What RFO and Pre-Selling Actually Mean

Ready for occupancy vs pre-selling: the three stages

  • Pre-selling: sold before or early in construction. You sign a Contract to Sell, pay the down payment monthly while the tower rises, and take the bank or Pag-IBIG loan at turnover. The developer must deliver the title once you have paid in full (PD 957, Section 25).
  • Under construction: the middle ground. The Erin Heights in Quezon City was 66.96% built in August 2026, has topped off, and is on track for turnover in October 2027.
  • RFO: finished. You inspect the exact unit, list defects for repair, and move in soon after the loan is released.

For the basics, see our pre-selling condo buyer's guide.

RFO does not always mean paying up front

Under DMCI Homes' HomeAdvance program (October 1 to December 31, 2026), down payments on selected RFO projects can run up to 36 months, and qualified buyers can move in after four months by signing a lease of at least six months that ends when the bank loan is released, with turnover and joining fees waived. DMCI's HomeReady lets you rent an RFO unit at a locked-in price, then buy by settling 10% of the contract price, with at least 60% of rent paid deducted.

Is Pre-Selling Really Cheaper? 2026 Price per Sqm Compared

A popular rule of thumb says pre-selling units sell 15-30% below RFO. Developer price lists checked in October 2026 do not support it. Our method: list price divided by listed floor area, for 2-bedroom units DMCI Homes shows as available.

Pasig worked example: Valeron Tower vs Fairlane Residences

Project (Pasig)Stage, Oct 20262BR floor areaList priceDerived ₱/sqm
The Valeron Tower, UgongPre-selling, 16.62% built (Aug 2026)57.5-69.5 sqm₱10.84M-₱14.41M~₱168,000-₱248,000
Fairlane Residences, KapitolyoRFO, "Few Units Left"52.5-62 sqm₱9.585M-₱14.035M~₱182,000-₱226,000

Example: ₱9,585,000 ÷ 52.5 sqm ≈ ₱182,600 per sqm. The ranges overlap: Valeron's cheapest units are slightly lower per sqm than Fairlane's, and its dearest are higher. The towers launched years apart in different neighborhoods, and floor and view premiums sit inside each range. See also the best condos for sale in Pasig.

Quezon City price ladder: Oriana, Erin Heights, One Delta Terraces

Project (Quezon City)Stage, Oct 2026Derived ₱/sqm, 2BR of about 52-62 sqm
The Oriana, Aurora BlvdRFO~₱123,000-₱170,000
The Erin Heights, Commonwealth/Tandang Sora66.96% built, turnover Oct 2027~₱135,000-₱168,000
One Delta Terraces, West TriangleNew launch, 9.52% built~₱204,000-₱258,000

Late-stage Erin Heights is priced like the RFO Oriana. The newest launch costs roughly 50% more per sqm, partly for its West Triangle address and partly for its 2026 cost base. These are list prices, not negotiated ones.

Why the 15-30% rule of thumb fails in 2026

  • New launches carry a 2026 cost base. Cushman & Wakefield (May 2026) said energy prices tied to the Middle East conflict are raising materials, freight and labor costs and squeezing margins. An RFO tower was costed years ago.
  • Developers are clearing finished stock. Leechiu's Q3 2026 data, reported by Philstar, shows supply down from 34 to 28 months, with promotions credited for better sales. Holding finished units costs money at a 5% policy rate, so RFO is where waived fees and extended terms appear.

What the pre-selling discount really is

Time. A ₱1.6M down payment (20% of an ₱8M unit) over 36 months is ₱44,444 a month, with no loan until turnover. That staging is what pre-selling buys you. Our roundup of pre-selling condos in Metro Manila (2027) compares projects city by city.

The Appreciation Window: What Can You Gain While It Is Being Built?

What price indices say in 2026

The indices disagree. The Bank for International Settlements series (via Trading Economics) shows Philippine residential prices up 4.50% year on year in March 2026. The BSP's own Q2 2026 RPPI shows growth of just 0.4% nationwide and -2.7% outside Metro Manila (NCR condos +7.4%). With September inflation at 7.2%, the nationwide figures do not keep pace with general prices, so nobody can promise appreciation.

Infrastructure can lift a specific tower: the Department of Transportation has committed to open 12 MRT-7 stations by June 2027, per DMCI, and Tandang Sora station is about 150 meters from The Erin Heights. Rail openings have slipped before, so treat it as upside.

Your real gain after fees and tax

Measure gain against cash paid. An illustration, not a forecast: you pay the ₱1.6M down payment on an ₱8M unit over 48 months, then transfer your rights before turnover at a 10% premium, so the new buyer refunds your ₱1.6M and adds ₱800,000.

Subtract DMCI's ₱70,000 transfer fee and, if the BIR treats the deal as a sale of a capital asset, 6% capital gains tax on the higher of price or fair market value (₱528,000 on ₱8.8M; confirm with a tax professional). Net: about ₱202,000, roughly 13% over four years or about 3% a year, below inflation. At a 5% premium, the fee and ₱504,000 of tax turn a ₱400,000 premium into a loss of about ₱174,000.

Rental Income Timing: RFO Earns Now, Pre-Selling Earns Later

An RFO unit can be leased within months; a pre-selling unit earns nothing until turnover.

Can the rent cover the loan? A break-even test

For an ₱8M unit with 20% down, the loan is ₱6.4M:

Rate and termMonthly paymentAnnualGross yield needed
7.75%, 20 years (BPI 3-year fixing, Sep 2026)₱52,541₱630,488~7.9% of price
6.25%, 30 years (Pag-IBIG regular 3-year fixing)₱39,406₱472,871~5.9%
5.75%, 30 years (Pag-IBIG promo above ₱4.9M)₱37,349₱448,184~5.6%

Crowdsourced Numbeo data, from only 109 entries, puts Manila city-center gross yields at about 3.9% (October 2026), so a leveraged rental runs negative carry at every rate above. Vacancy is real too: Colliers put Bay Area condo vacancy at about 57% in Q4 2025.

Cash Flow and Payment Terms: ₱8M Example

Down payment spread vs lump sum

A ₱1.6M down payment is ₱66,667 a month over 24 months, ₱44,444 over 36 or ₱33,333 over 48. In pre-selling, that is your only outflow until the ₱6.4M loan starts at turnover. In RFO the loan starts almost at once.

Fees at turnover: what is not in the price

  • Miscellaneous expenses of 3.6%-13.5% of total contract price, per DMCI's buyer's guide.
  • Turnover fees: Meralco and water deposits, a condominium joining fee, and association dues for the current month plus two months in advance.
  • A ₱50,000 retention for cash buyers of non-RFO projects, payable when the building reaches RFO.
  • Deemed acceptance 30 days after written notice, so inspect early; the 2-year warranty runs from acceptance.

Turnover Delays and Developer Risk: How to Protect Yourself

Delay is the risk pre-selling buyers underestimate most; developers' own logs measure it.

  • PD 957, Section 23: if you stop paying, after due notice, because the developer failed to develop the project as approved and on time, your payments cannot be forfeited, and you may choose a refund of the amount paid (excluding delinquency interest) plus legal interest. Full text: Presidential Decree 957.
  • Maceda Law (RA 6552): after two years of installments, a grace period of one month per year paid and, on cancellation, a refund of 50% of payments, rising 5% a year after year five, up to 90%, effective only 30 days after notarized notice and full refund. Under two years paid, the grace period is at least 60 days. Full text: Republic Act 6552.

The new DHSUD escrow rule

The Department of Human Settlements and Urban Development (DHSUD), which took over HLURB's regulatory functions under RA 11201, licenses every project. Its Department Circular No. 2026-12 requires collections under a Temporary License to Sell to be held in escrow, so buyers can be refunded if no regular License to Sell follows. Developer group CREBA objects. BusinessMirror's September 2026 report gave no effectivity date, so check with DHSUD.

Pre-Selling vs RFO Philippines 2027: Total Cost of Capital

Where rates are now

The BSP raised its policy rate from 4.25% to 4.50% on April 23, 4.75% on June 18 and 5.00% on August 27, 2026. With September inflation at 7.2%, 2TradeAsia.com, quoted by The Manila Times, saw another 25-basis-point hike as its base case for the October 22 meeting. Check the latest decision before you sign.

Locking a loan now vs taking one at turnover

An RFO buyer can take the Pag-IBIG promo before December 31, 2026, or lock a bank fixing period today. A pre-selling buyer borrows at turnover, perhaps 2030 or later for a new launch, at whatever rate applies then; rates can fall as well as rise. On a ₱6.4M, 30-year loan, each half-point is worth about ₱2,000 a month (₱39,406 at 6.25% versus ₱37,349 at 5.75%). Our Pag-IBIG housing loan guide covers eligibility and the ₱10M cap.

Who Should Choose Which: End-User, Flipper, Long-Term Landlord

The end-user

Need a home within 12 months? Go RFO: inspect the real unit, lock financing and negotiate. Can you wait five years or more and prefer ₱33,000-₱67,000 a month to a lump sum? Pre-selling works, ideally in a tower already well along.

The flipper

Flipping only works with pre-selling, and only if you can transfer your rights before turnover. The ₱70,000 fee and 6% capital gains tax turn a 5% premium into a loss and shrink a 10% premium to about 3% a year. Treat it as speculation.

The long-term landlord

RFO or late-stage, because rent starts years sooner and you can check real asking rents in the building. Location beats construction status.

Preselling vs RFO for OFWs and remote buyers

RFO suits buyers abroad: a representative can inspect the unit, and there is no multi-year delay to manage from overseas. Pre-selling suits a fixed monthly remittance budget. See our guide to buying from abroad as an OFW or foreigner. This is a framework, not personal financial advice.

Pre-Signing Checklist: 10 Checks Before You Reserve

  1. Verify the License to Sell with DHSUD.
  2. Compare list price per sqm with nearby RFO and pre-selling towers.
  3. Get a written turnover date and read the delay clause.
  4. Get the total cost in writing, including fees, dues and parking.
  5. Run the amortization at three rates, one of them 1-2 points above today's.
  6. Check real asking rents in the building, not brochure yields.
  7. Know your Maceda Law rights and the transfer fee.
  8. Ask which RFO promos apply: waived fees, early move-in, rent-to-own.
  9. Inspect: a site visit for pre-selling, a defect list for RFO.
  10. Set a walk-away price and a decision date.

Frequently Asked Questions

Is RFO or pre-selling better for a first-time buyer in the Philippines?

Neither wins outright. RFO suits you if you need to move in within a year, want to inspect the unit first and want to lock a loan rate now. Pre-selling suits a five-year-plus horizon with limited cash today: 20% down on an ₱8M unit is about ₱44,444 a month over 36 months.

Is a pre-selling condo cheaper than RFO in the Philippines?

Not reliably in 2026. In DMCI Homes' October 2026 price lists, pre-selling 2-bedroom units at The Valeron Tower in Pasig work out to about ₱168,000-₱248,000 per sqm, versus ₱182,000-₱226,000 at the RFO Fairlane Residences. Figures are list price divided by floor area and exclude negotiation.

Can I negotiate a discount on an RFO condo right now?

Conditions favor buyers, but nothing is guaranteed. Leechiu counts about 80,000 unsold Metro Manila condos and 28 months of supply (Q3 2026), and Colliers' Q2 count includes about 32,600 unsold RFO units. Ask for waived fees, parking, longer payment terms or a lower price.

How long does it take for a pre-selling condo to be completed?

Plan on roughly five to seven years of construction for a mid- or high-rise. DMCI Homes' logs show Fairlane Residences going from 1% in March 2019 to 99.91% in January 2024. Get the turnover date in writing; progress logs are not a legal deadline.

What happens if the developer delays turnover or I cannot keep paying?

Under PD 957 Section 23, a buyer who stops paying, after due notice, because the developer failed to develop as approved cannot have payments forfeited and may get a refund with legal interest. The Maceda Law gives installment buyers with two years paid a grace period and a refund of 50% to 90% of payments on cancellation.

Which earns more rental income, RFO or pre-selling?

RFO earns first, since it can be leased within months, while a pre-selling unit earns nothing until turnover. Rent may still not cover the loan: a ₱6.4M loan at 7.75% over 20 years costs ₱52,541 a month, needing about 7.9% gross yield on an ₱8M unit, against crowdsourced Manila yields near 3.9%.

Do interest rates favor RFO or pre-selling in 2027?

Rising rates shift risk onto pre-selling buyers, who borrow at turnover at whatever rate applies then. The BSP policy rate was 5.00% in mid-October 2026. An RFO buyer can fix a loan now: Pag-IBIG's promo is 4.5% up to ₱4.9M and 5.75% above ₱4.9M to ₱10M, fixed three years, for applications until December 31, 2026.
