How We Picked These Pag-IBIG Properties

From all 6,062 active listings we kept only houses, townhouses and condos with at least one photo, an offer window open now or opening within 14 days, and an occupancy status of Unoccupied. That last filter matters: 69% of listings are occupied, and Pag-IBIG sells every property as is, where is.

Then came one test: minimum price divided by floor area, compared with the median for active Pag-IBIG listings of the same type in the same city (units of 18 sqm or more). These are Pag-IBIG-list medians, not open-market prices. We spread the picks across four budget bands, all three sale stages and the provinces people search for most.

Unless noted, each title is "under consolidation" (as on 94.4% of listings), offers close October 16 and bid opening is October 21. Discounts follow the stage: none in the 1st public auction, up to 30% in the 2nd and up to 45% in negotiated sale, depending on payment mode (and, in negotiated sale, mode of sale). Negotiated-sale offers are submitted online during the batch window and opened on a set date. "Income needed" is the gross monthly income Pag-IBIG expects for full 30-year financing.

Best Picks Under ₱1 Million

Tanza, Cavite: Row House in Belvedere Towne I (₱497,350)

The cheapest pick and the lowest price per sqm of the twelve: ₱14,210 per floor sqm, 62% below the ₱37,290 median for Tanza's 577 townhouse and row house listings. The 35 sqm house on a 38.5 sqm lot is unoccupied, while only 25.3% of Cavite homes listed are. Income needed: ₱8,293.

The caveats: a 1st public auction has no discount and the highest qualified bid wins, so expect competition. A price this far below the local median is an outlier; confirm the floor area on the portal and inspect before bidding. Bid opening is October 22. View this row house or compare other Pag-IBIG foreclosed homes in Tanza.

Santa Rosa, Laguna: Single-Attached House in Rosewood Village (₱599,895)

Vacant homes are rare in Laguna: only 7.1% of the 1,123 Laguna homes listed are unoccupied, and this is one of them. The 30 sqm house sits on a 54 sqm lot with room to extend, at ₱19,997 per floor sqm, 47% below the ₱37,378 median for Santa Rosa's 31 house-and-lot listings. Income needed: ₱10,002. View this house or browse more Pag-IBIG foreclosed homes in Santa Rosa, Laguna.

Digos City, Davao del Sur: Row House in Bria Homes Digos (₱793,300)

Davao del Sur has one of the lowest median home prices among provinces with 50 or more homes listed (₱978,950), and this row house comes in well under it. The 32 sqm unit on a 36 sqm lot works out to ₱24,791 per floor sqm, 30% below the ₱35,445 median for Digos City's 26 townhouse and row house listings. Unoccupied; income needed ₱13,227; handled by Pag-IBIG's Davao City Branch. View this row house or see all Pag-IBIG foreclosed homes in Digos City.

Santa Maria, Bulacan: Double-Attached House in Belmont Parc Village (₱923,900)

A double-attached house under ₱1 million close to Metro Manila, with 44 sqm of floor area, nearly double the 23.4 sqm median for homes under ₱1 million. That is ₱20,998 per floor sqm, 41% below the ₱35,822 median for Santa Maria's 26 house-and-lot listings. It is unoccupied, while only 28.4% of Bulacan homes listed are. Income needed: ₱15,405. View this house or browse other Pag-IBIG foreclosed homes in Santa Maria, Bulacan.

For context, 2,582 listings are priced under ₱1 million, but only 30 of them are homes in Metro Manila. Laguna (820 homes in this band) and Cavite (594) dominate it.

Best Picks From ₱1 Million to ₱2 Million

Caloocan, Metro Manila: Single-Attached House in Kingstown Subdivision (₱1,054,433)

A Metro Manila house with its own lot for about a third of the ₱3,192,795 Metro Manila home median. The 36 sqm house stands on a 70 sqm lot, the largest lot among the picks, at ₱29,290 per floor sqm: 36% below the ₱45,486 median for Caloocan's 10 house-and-lot listings. It is unoccupied, while only 20.2% of Metro Manila homes listed are. Five photos; income needed ₱17,581. View this house or see other Pag-IBIG foreclosed homes in Caloocan.

Santa Barbara, Iloilo: Townhouse in Deca Homes Sta. Barbara Residences (₱1,281,660)

Picked for location and vacancy, not discount. At ₱33,290 per floor sqm it is only 2% below the ₱33,979 median for Santa Barbara's 110 townhouse listings, yet that is the largest gap among the 38 vacant Iloilo homes with photos and an open window this week. Iloilo prices are uniform. What the province offers is choice: 84.8% of its listings are unoccupied, the highest share of any major market.

The 38.5 sqm unit on a 35 sqm lot is a new 1st-auction listing, so there is no discount and the highest qualified bid wins. Income needed ₱21,370; handled by Pag-IBIG's Bacolod Branch. Bid opening is October 22. View this townhouse or browse Pag-IBIG foreclosed homes in Santa Barbara, Iloilo.

Bacoor, Cavite: End-Unit Townhouse in Casimiro Townhomes Molino (₱1,325,581)

One of two picks with the cleanest paperwork: the title is already under HDMF, in Pag-IBIG's own name, as on only 5.4% of listings. It is an end unit with a firewall, and 72 sqm of floor area on a 62 sqm lot is large for the price: ₱18,411 per floor sqm, 21% below the ₱23,410 median for Bacoor's 18 townhouse listings. Unoccupied; income needed ₱22,102. View this townhouse or compare Pag-IBIG foreclosed homes in Bacoor.

Quezon City: Condo Unit in San Benissa Garden Villas (₱1,459,260)

A Quezon City condo under ₱1.5 million with the biggest gap of any pick: ₱44,100 per sqm, 61% below the ₱113,145 median for Quezon City's 174 condo listings. One caveat: San Benissa is a low-rise "garden villa" cluster, not directly comparable with high-rise towers, so part of that gap reflects the building type. The 33.09 sqm unit is unoccupied; income needed ₱24,331. View this condo or browse all Pag-IBIG foreclosed properties in Quezon City.

Cebu City: Condo Unit in Urban Deca Homes Tisa (₱1,769,130)

Among provinces with 50 or more homes listed, Cebu is the most expensive after Metro Manila (home median ₱2,020,800), and it has only 80 listings. This 25 sqm fourth-floor unit costs ₱70,765 per sqm, 36% below the ₱111,399 median for Cebu City's 27 condo listings. It is unoccupied, while only 36.4% of Cebu homes listed are. Handled by the Cebu Housing Hub; income needed ₱29,498. View this condo or see more Pag-IBIG foreclosed condos in Cebu City.

Best Picks From ₱2 Million to ₱4 Million

San Fernando, Pampanga: Double-Attached House in Fortuneville Subdivision (₱2,295,000)

The most floor area of any pick: 87.5 sqm on a 50 sqm lot in the provincial capital, at ₱26,229 per floor sqm, 24% below the ₱34,607 median for San Fernando house-and-lot listings. That comparison set is small (seven listings), so treat the percentage as a rough guide. Unoccupied; handled by the San Fernando Hub; income needed ₱38,266. View this house or browse Pag-IBIG foreclosed homes in San Fernando, Pampanga.

Parañaque: Condo Unit in Isabelle Garden Villas (₱2,478,700)

The only pick still open after October 16. It belongs to a special negotiated-sale batch of 10 properties with its own window, and its listing has 10 photos. The title is already under HDMF. The 31.10 sqm seventh-floor unit costs ₱79,701 per sqm, 8% below the ₱86,899 median for Parañaque's 27 condo listings. Unoccupied; income needed ₱41,329. Offers run from October 19, 8:00 AM to October 20, 2:00 PM PHT, with bid opening at 3:00 PM on October 20. View this condo or see more Pag-IBIG foreclosed properties in Parañaque.

A third option in this band: a 40.43 sqm Palmdale Heights unit at ₱2,122,600 in Pasig, in the same building as the next pick. It is also unoccupied and in negotiated sale.

Best Pick Above ₱4 Million

Pasig: Condo Unit in Palmdale Heights Condominium (₱4,245,200)

The family-size pick. Listed as Unit 610/611, it appears to be two combined units with 80.86 sqm of floor area, the largest condo among the picks, and its 11 photos are the most of any pick. At ₱52,501 per sqm it is 56% below the ₱119,814 median for Pasig's 208 condo listings. Unoccupied. View this condo or browse other Pag-IBIG foreclosed condos in Pasig.

Income needed is ₱70,782 a month. A loan this size falls within Pag-IBIG's 4.5% promo tier (loans up to ₱4.9 million), so estimate your monthly payment with the loan calculator and check the current Pag-IBIG housing loan requirements and rates before you bid.

What Makes a Good Pag-IBIG Pick (Checklist)

  • Price per sqm against the city median for the same type. A big gap needs an explanation: low-rise versus high-rise, a floor-area error, or condition.
  • Occupancy. Pag-IBIG sells "as is, where is", occupants included, and the buyer deals with them through barangay mediation or the courts. Vacant units skip that step.
  • Title status. "Title under HDMF" (5.4% of listings) beats "title under consolidation" (94.4%), where the transfer into Pag-IBIG's name is not yet complete. Ask about the timeline before bidding.
  • Net price, not the label. Pag-IBIG publishes no fixed discount table, so compare net prices by payment mode. The 2025 Super Sale ended December 31, 2025; the portal still advertises an Acquired Assets Super Sale, so check the current discount there.
  • Affordability. Promo rates are 4.5% on loans up to ₱4.9 million and 5.75% above that, up to the ₱10 million maximum, for applications filed until December 31, 2026 (Daily Tribune; Philstar). Read how to compute your monthly amortization.
  • Hidden costs. Inspect in person, and budget for repairs, association dues, utility arrears and transfer costs. Pag-IBIG has no accredited brokers or agents for acquired assets; report anyone claiming otherwise to contactus@pagibigfund.gov.ph or (02) 8724-4244.

How to Make an Offer on These Properties

The full process is in our step-by-step buying guide. The short version:

  1. Create a Buyer ID on the Pag-IBIG Fund Online Public Auction portal: a valid government ID with your signature, a selfie holding it, an active Philippine mobile number for the OTP and an email address.
  2. Find the property by its ROPA ID. Every sabahay.ph property page lists the exact Property Finder choices and shows a "Submit offer on Pag-IBIG" button while the window is open.
  3. Add it to your cart, choose a payment mode and submit before the deadline: cash within 30 days, short-term installment within 12 months, or long-term installment of up to 30 years.

Submitted bids are final and cannot be cancelled online, and drop-box and courier bids are no longer accepted. Individual buyers also need at least 24 monthly Pag-IBIG savings, and must be 65 or younger at application and no older than 70 at loan maturity. If you lose or miss a window, unsold properties move to the next stage, so check back on the full list of active Pag-IBIG listings.

Frequently Asked Questions

What are the best Pag-IBIG foreclosed properties for sale right now?

As of October 12, 2026, our 12 picks are vacant homes with photos and offer windows open now or opening by October 19, each cheaper per sqm than the median Pag-IBIG listing of its type in its city. They range from a ₱497,350 Tanza row house (62% below) to an 80.86 sqm Pasig condo at ₱4,245,200 (56% below).

How long can I still make an offer on these picks?

Eleven picks close at 11:59 PM PHT on October 16, 2026, with bid opening on October 21 (October 22 for the 1st auction). The Parañaque condo runs from October 19, 8:00 AM to October 20, 2:00 PM, with bid opening at 3:00 PM that day.

Are cheap Pag-IBIG foreclosed properties worth it?

Only after you check occupancy, title status, condition and the all-in cost. 69% of listings are occupied, and Pag-IBIG sells as is, where is, so the buyer handles occupants, repairs and unpaid dues. Compare the price per sqm with listings of the same type in the same city.

What does "title under consolidation" mean on a Pag-IBIG listing?

The transfer of the title into Pag-IBIG's name is not yet complete; "title under HDMF" means Pag-IBIG already holds it. As of October 12, 2026, 94.4% of listings (5,725) are under consolidation and 5.4% (327) under HDMF, including our Bacoor and Parañaque picks.

Is there a discount on Pag-IBIG foreclosed properties?

Pag-IBIG labels the stages: no discount in the 1st public auction, up to 30% in the 2nd and up to 45% in negotiated sale. The actual discount depends on the payment mode and, in negotiated sale, the mode of sale. The 2025 Super Sale has ended, so confirm any current promo on the portal.

Can I buy these with a Pag-IBIG housing loan?

Yes, through long-term installment of up to 30 years, subject to credit evaluation; former owners buying back cannot use it. Promo rates are 4.5% on loans up to ₱4.9 million and 5.75% above that, up to ₱10 million, for applications filed until December 31, 2026.

sabahay.ph is not affiliated with Pag-IBIG Fund, which sells these properties as acquired assets under its charter, Republic Act 9679. Our data is synced daily from the official portal (last refreshed October 12, 2026, 06:26 PHT); confirm every detail there before you bid.
